Presents the system flow process, the systems in water source and user sides, and the system control. Compares this system with the electric refrigeration plus oil-fired boiler scheme in economics. The results show that the initial cost of the project is less than the second scheme by 6%; the operating expense is about equal in summer and is less by 67% in winter.
